Final Score = Growth − Risk. Highest score wins.
Core Concepts
- Growth Meter
- Your institution’s size and success (1–30). Higher is better. Spend Growth to resolve threats.
- Risk Meter
- Your regulatory/criminal exposure (1–30). Lower is better.
- Regulatory Threats
- Face-up threat cards. Resolve by spending Growth. 3+ active leaves you vulnerable during audits.
- Criminal Threats
- Enter face-down. Must be investigated (revealed) before they can be resolved. 3+ revealed leaves you vulnerable during audits.

Roll ≥ Risk Meter = success (managed risk this turn).
Roll < Risk Meter = failure (draw 1 threat card).

Card Types
Growth:Provide growth boosts and positive effects. Always face-up.
Regulatory Threats:Always face-up when drawn. Resolve by spending Growth. 3+ active makes you vulnerable during audits.
Criminal Threats:Enter face-down when drawn. Must be investigated (revealed) to resolve. 3+ revealed makes you vulnerable during audits.
Elimination
You can only be eliminated during an audit (random or mandatory). If any of these conditions are true when an audit fires, you are immediately eliminated:
- Risk Meter ≥ 3× Growth Meter
- 3+ active Regulatory Threats — license revoked
- 3+ revealed Criminal Threats — institution taken over
These conditions can accumulate freely between audits — but leave you vulnerable when the next audit fires.
End Game & Scoring
After round 10, a final audit occurs. Then:
- Growth card values are tallied
- Regulatory threats subtract from Growth; Criminal threats add to Risk
- Final Score = Growth − Risk (can be negative)
- Tiebreaker: Growth cards − total threats
